Project Description:

The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent security and justice services, which are delivered on a progressively formalised basis by civilian-led institutions; in increasingly resilient partnership with the communities.

In order to do this, the project will work with both communities and formal/informal security and justice (S&J) service providers to develop their capacity to design and deliver services that respond to the needs of the population. The project seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.

Role Description:

The project’s Implementation Team ensures effectively implemented activities on the ground that each of the component teams design. The role of the implementation team is to conduct and oversee transparent procurement, implementation finance processes inside and outside of Syria. The team will use the Knowledge Management System (KMS), and record, control and manage all information and expenses coming from the field.

As Finance Coordinator, he/she will be responsible for a range of finance responsibilities as well as providing support for finance and project budget management functions. Carrying out and recording relevant financial transactions as well as coordinating the financial coding of these transactions. The Finance Coordinator will oversee the maintenance and reconciliation of the finance tracker, and monitor foreign exchange rates and market relevant adjustments if and when needed. The Finance Coordinator will also be responsible for maintaining ledgers and contributing to regular financial reporting, as well as budgeting/forecasting functions and audit related routines.

Responsibilities:

  1. Review and process payment requests and ensure they are in line with the approved Activity Sheet and signed Purchase Orders and/or Service Agreements.
  2. Prepare monthly and quarterly cash flow forecasting and ensure that sufficient funds are available to meet ongoing activity implementation. Ensure monthly cash requests for all project stipend and activity (grant) distributions are submitted on time.
  3. Manage preparation of activity budgets for all components and assure that each approved Activity Sheet is in line with the project work plan.
  4. Assist ASI Project Managers on any financial requests.
  5. Keep a copy of each approved Activity Sheet and all amended activities, assuring that the activity budgets are in line with approved concept notes.
  6. Support financial reporting to donors, when required
  7. Update the master financial tracker in a timely and accurate fashion.
  8. Reconcile project finance department records with the Implementation Finance Tracker on a bi-weekly basis.
  9. Provide accurate and up to disbursement numbers to each component during the closeout process for each Activity Sheet.
  10. Produce accurate financial reports to specific deadlines for each Activity Sheet as requested.
  11. Archive each processed payment in the project’s back-up document filing system.

Secondary Responsibilities:

  • Contribute to staff meetings and other internal meetings with appropriate content, views, and suggestions.
  • If and when requested by Implementation Manager, liaise with auditors to ensure annual, semiannual monitoring is carried out.
  • Keep abreast of changes in financial regulations and legislation, announced by project Operations management or any other source.
  • Carry out other duties that might be required by the Implementation Manager.

Qualifications and Experience:**

  • A minimum of five years of experience working in a finance/grants position
  • Fluent written and spoken Arabic and English
  • Proven experience of overseeing external audits
  • Proven experience of tracking expenditure and managing activity-based budgets
  • Experience of working in development; experience of working in the Syrian context would be a particular advantage
  • Strong attention to detail
  • Strong interpersonal and communication skills
  • Ability to work under pressure
  • Ability to manage complexities and respond to developments
