Background:
The AJACS project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent services. Under the guidance and supervision of the M&E Manager, the Senior M&E Associate contributes to the effective implementation of the programme’s evaluation policy, ensures that minimum monitoring and evaluation requirements for the AJACS Programme are met, and participates in the conduct of thematic and crosscutting evaluations.
Primary Responsibilities:
On-going Analysis
- Supports the implementation of analysis and evaluation policies and strategies.
- Promotion of evaluation standards, quality assurance/control and capacity development;
- Reviews, crosschecks and further examines the data gathered from the Routine
- Monitoring and Final Evaluations in reference to the expected programme outcomes.
- Feedbacks the analysis results from the M&E reports to the program team to measure achievement of targets set out in the logical framework.
Thematic Research
- Supports the development of appropriate methodologies to design and manage programme related studies, which may involve the use of quantitative and/or qualitative methods and may include both pilot and development work;
- Applies a variety of research techniques to gather relevant information, including document analysis, surveys, case studies and interviews (face-to-face, telephone and online);
- Analyses and evaluates research and interprets data, making sure that key issues are identified.
Reporting
- Designs data collection tools, oversees data collection efforts, conducts analysis and writes Routine Monitoring and Final Evaluation reports on the Community Engagement component of the AJACS program
- Provides input related to Community Engagement monitoring activities to the statics reports (bi-weeklies, quarterlies)
- Identifies lessons learned from evaluations and studies to be integrated into broader knowledge management efforts.
Mid-line and End-line Assessments
- When the mid-line or end-line assessment takes place, the incumbent works with the M&E Manager in the overall planning, undertaking and reporting of it;
- Supports the team in presenting and disseminating results, both orally and in writing.
Qualifications and Experience
- Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences.
- Up to 2 years of relevant experience in international development issues. Some experience in monitoring and evaluation with a strong background and interest in the analysis of socio-economic issues and related policy matters.
- Experience in the usage of computers and office software packages, experience in handling of web based management systems.
- Excellent verbal and writing skills in English and Arabic;
- Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teach skills;
- Demonstrated ability to draft concise, analytical and high-quality reports;
- Knowledge of office applications and acquaintance with knowledge management systems;
