Position Title: National Team Leader (NTL)
Duration: 400 days’ input (approx. 15 days per month from September 2018 to November 2020)
Location: Pakistan – Islamabad (with travel to Lahore and Peshawar as required)
1.Programme Background
The Justice System Support Programme (JSSP) aims to support Government of Pakistan leadership of rule of law reforms and improved criminal justice system performance. The programme is being managed by DFID as part of the cross-HMG Pakistan Rule of Law (RoL) Programme 2016-20, and is funded through the Conflict, Stability and Security Fund (CSSF). The expected outcome of JSSP is increased trustworthiness of the RoL system. JSSP objectives are to achieve:
· Increased Government of Pakistan leadership and delivery of priority legal, regulatory and institutional reforms.
· Improved criminal justice system coordination, planning and operations to tackle systemic problems for Pakistan RoL Programme results.
· Enhanced institutional performance of police, prosecutions, corrections and courts to tackle systemic justice problems for Pakistan RoL Programme results (including non-state institutions where relevant to improving citizen choice in accessing justice).
2.Context
The JSSP team is supporting a number of interventions to improve service delivery in the RoL sector. Our work is on the supply side i.e. we are working with government departments to support their delivery of better results. The project is based in two provinces – Punjab and Khyber Pakhtunkhwa (KP) – with the central leadership being based in Islamabad. Each province has a team delivering work under the guidance of a Provincial Team Leader (PTL) and Project Manager. The National Team Leader (NTL) is part of the central team responsible for providing direction and support to the provincial teams for the achievement of JSSP’s objectives. As the lead representative of JSSP, the NTL is responsible for overall leadership for delivery of the programme. This includes managing the JSSP PTLs and Deputy Team Leader (DTL), overseeing political engagements as well as political and strategic risks, annual strategy development and planning, and overseeing the implementation of activities to achieve key deliverables.
3.Key Responsibilities and Tasks
Line Management
The NTL reports to the Senior Project Manager (or their delegate), and has line management responsibilities for the DTL and both the Punjab and KP PTL.
Key Responsibilities
The NTL will carry out the following activities:
· Ensure that JSSP has a precise and current understanding of the Government of Pakistan’s plans and priorities relating to RoL, at both the federal and provincial level.
· Continuously monitor Political Economy (PE) developments, analyse them in light of the challenges and opportunities they present for JSSP, and work with the DTL, PTLs and Senior Project Manager to help JSSP adapt its positioning in response to these developments.
· Assume the role of lead programme representative by engaging with senior counterparts in the federal and provincial governments to build and sustain their awareness and ownership of JSSP interventions, as well as reform of federal laws and policies relating to RoL.
· Advise JSSP’s provincial teams and senior technical advisers on technical matters that relate to the achievement of work plan and log-frame milestones, and the production of high-quality outputs. If required, the NTL will be expected to support the DTL in assessing and revising the design of programme activities to ensure technically robust delivery.
· Provide strategic advice to the client on RoL topics and wider political dynamics, such as the incorporation of FATA into KP province and its implication for the criminal justice system in both areas. This may involve drawing on the programme’s Strategic Advisers as and when needed for their advice and support.
· Interface with provincial team leadership on discussions regarding strategic direction and work allocations as part of the project leadership.
· Provide quality assurance on agreed deliverables. Given the scale of the programme, the NTL will not be required to quality assure all deliverables. Instead these deliverables will be determined based on the technical expertise of the selected candidate and the relative importance of deliverables to programme delivery.
· With the DTL, support internal progress reviews and oversee dissemination of lessons learnt across the programme.
4.Anticipated Inputs, Outputs and Means of Verification
The role is expected to be ongoing through programme implementation and involve approximately 15 days per month. Availability to deploy for an initial period of three months to orient themselves with the programme and build relationships with the team and government counterparts is considered a major advantage.
Inputs
It is anticipated that the NTL will take 15 days per month to complete the aforementioned tasks and activities. Any changes to days must be discussed with the Senior Project Manager at the start of the assignment.
Outputs
Using the days above the NTL is expected to support the JSSP Programme Team in the following tasks:
· Interface with provincial team leadership on discussions regarding strategic direction, challenges, opportunities and work allocations as part of the project leadership team – record and provide meeting minutes.
· Leads monthly JSSP leadership meetings with provincial team leader (s) to assess progress and direction.
· Provide quality assurance for technical deliverables, monthly and quarterly progress reports, as well as Annual Review submissions for the CSSF RoL Programme Annual Reviews.
· Support the periodic review of the following JSSP compliance documentation: Theory of Change, Programme Logical Framework (including output/outcome indicators), uncosted work plan (years 1, 2 and 3).
· Supporting material to inform bi-lateral and tri-lateral programme meetings with the client and key counterparts in the federal and provincial governments. The NTL will also be expected to support JSSP in managing, nurturing and strengthening the project’s technical engagements with the client through regular meetings, consultations and information sessions.
5.Skills and Qualifications Required
Minimum Academic Qualifications
• Graduate degree in law/economics or a related social science from a recognised educational institute.
Relevant Experience and Skills
• Extensive experience of working in the RoL sector on donor programmes (especially CSSF programmes) at the strategic level (Team Leader or Project Director), as evidenced by a strong regional/international reputation for technical credibility in reforming one or more Rule of Law institutions
• Experience of working in fragile and conflict affected states AND working in middle income countries.
• Experience of working in Pakistan in the Rule of Law sector, or in South Asian countries with a similar socio-political context and criminal justice system preferred.
• Experience of managing counterparts and donors in complex environments, and institutional jurisdictions.
• Excellent communication skills and fluency in English (Urdu and Pashto useful). This includes a proven ability to work in a collegial and supportive manner, including lead and work in multi-disciplinary teams and multi-cultural environment.

• Free and open sharing of information gained from government counterparts, DFID/FCO or other international projects with other members of the team.
• Respect for the confidentiality of the JSSP team’s discussions, assessments, decisions and plans or agreements with DFID; sharing information with external parties only when authorised to do so by the Team Leader or Deputy Team Leader.
• Adhering to decisions taken by the programme’s leadership, and taking collective responsibility for implementing those decisions and communicating them to counterparts or other external parties.
• Ensuring they have an accurate understanding of policies and decisions made by DFID and the British High Commission that relate to JSSP, and respecting and adhering to those policies.
• Complying with the channels set out by ASI for all communications with DFID or the British High Commission through the JSSP’s leadership structure.
• Careful coordination with other team members of communications and meetings with government counterparts to ensure coherence of technical advice and as efficient use of counterparts’ time as possible.
• Constant monitoring of risks to the delivery of JSSP’s activities and achievement of objectives, as well as the reputation of the JSSP and British Government, and swift referral of those risks to the Team Leader and Deputy Team Leader or ASI Programme Director where relevant.
• Professional coordination with other internationally funded programmes supporting Rule of Law in Pakistan, including briefing those programmes when requested by the Team Leader or Deputy Team Leader.
• Contribute constructively to team meetings, risk assessment, progress reviews and report writing, as well as external evaluations by DFID or its independent evaluation advisers.
• Complying with the JSSP’s media policy of referring all inquiries from the media to the Team Leader and Deputy Leader before responding in any way to those inquiries.
• All meetings with officials from the British High Commission should be minuted and those minutes shared with the Team Leader, Deputy Team Leader and Senior Programme Manager at the earliest opportunity.
• Maximising the impact of the programme’s limited resources by ensuring expenditure on travel, accommodation or other costs is as efficient as possible.
• Complying with financial procedures designed to protect the financial integrity of the programme and notifying the Senior Programme Manager of any incidents that threaten that integrity.
• Complying with ASI’s Duty of Care and security procedures designed to ensure safety of personnel and notifying the Senior Programme Manager of any incidence that threaten the security of personnel or assets of the programme.
• Complying with ASI’s operational and logistical procedures designed to ensure efficient use of resources across multiple projects in Pakistan.
• Understanding and strict adherence to ASI’s Code of Conduct, as set out in the ASI Staff and Associate Handbook.
