Project Description:

The project aims to enable people in opposition-controlled Syria to experience increasingly effective accountable and transparent security and justice services, which are delivered on a progressively formalised basis by civilian-led institutions; in increasingly resilient partnership with the communities.

In order to do this, the project will work with both communities and formal/informal security and justice (S&J) service providers to develop their capacity to design and deliver services that respond to the needs of the population. The project seeks to promote local ownership and leadership of the decision-making processes which guide the delivery of resources, including those supplied by the project.

Role Description:

The Research Officer will provide support to research activities within the project’s Research Unit through data analysis, technical support, and oversight of field research activities.

Responsibilities:

  1. Oversee the collection of atmospherics data from community counterparts and Field Researchers.

  2. Develop and manage the implementation of research activities, under the supervision of the Deputy Research Manager.

  3. Support and coordinate with local partners as needed to ensure that any future project implementation is on schedule, and that partners adhere to all regulations and guidelines.

  4. Communicate with local partners on reporting, monitoring and evaluation of activity implementation; results; and other possible follow up activities.

  5. Manage the efficient and timely delivery of all deliverables (atmospherics, Requests for Information, Critical Impact Reports, etc.).

  6. Provide support to the thematic research and project evaluations.

  7. Conduct a desk review of key project documents as an input to the research concept, when required.

  8. Coordinate with the Deputy Research Manager in the development of tools for alignment and quality assurance purposes.

  9. Work with other component teams to collect, analyse, and synthesise data for all project deliverables.

  10. Research, write, and edit Requests for Information, Critical Impact Reports, atmospherics reports, and other deliverables.

  11. Ensure the deliverables are quality assured before it is submitted to the Deputy Research Manager and Research Manager.

  12. Assure timely submission of all deliverables.

Qualifications and Experience

  • Advanced degree (Master’s Degree is desirable) in related international development field, with specific focus area on Information Management, Project Management, or other relevant academic background (essential)
  • Minimum of 3 years of monitoring, evaluation, and research experience (essential)
  • Capacity to produce high-quality briefs and reports in both Arabic and English.

Skills

  • Good level of proficiency in Microsoft Excel and quantitative analysis
  • Ability to design M&E and research tools, surveys, surveillance systems, and evaluations
  • Demonstrated ability to train and build capacity of others
  • Bilingual in English and Arabic
  • Experience working on U.S. Government or European Union-funded programs preferred.
  • Strong personal organisation, interpersonal and communication skills

The position holder must be Arabic-speaking, fluent in written and spoken English and have a well-developed cultural understanding of the current and past Syrian context.
