Position Title: Sierra Leone Grants Manager

Hiring Manager: Director of Policy and Partnerships

Location: Sierra Leone

General Responsibilities

The Sierra Leone Grants Manager serves as the primary point person for the post-award management of all restricted funding grants. Working together with the Director of Policy and Partnerships and Director of Finance, s/he proactively leads management of grants and ensures overall strategic focus, management effectiveness, financial probity, and compliance to all grant-funded program activities. S/he also provides cross-team coordination support to ensure successful implementation and support with proposal development. S/he will report to the Director of Policy and Partnerships and will directly supervise the Grants Officer.

Responsibilities

Grant Management & Reporting

  • Work closely with Sierra Leone and Boston staff across all department teams to ensure full procedural compliance with grant agreement.

  • Establish required systems for grant management and providetraining and technical assistance as needed.

  • Independently track all deliverable dates and collaborate with program managers and MEQ team to compile programmatic information and data for routine reporting, both internal and external.

  • Lead budget revisions, funding requests, or other requests to donors during the lifetime of a grant.

  • Maintain online timesheet system for American expat staff in Sierra Leone. Support HR department to maintain staff level of effort reporting for all restricted funded staff.

  • Proactively identify potential challenges and initiate or recommend corrective action.

  • Ensure accurate and timely record keeping that is aligned with donor preferences, expectations, and requirements.

  • Lead preparation of any PIH-driven and review of any other MOU, contract, or other dually signed agreement, including facilitating review by Boston legal team.

  • Serve as focal person for all compliance items and liaise with the Director of Compliance and Grant Management in Boston to interpret applicable regulations and translate into operational policies as needed.

Proposal & Budget Development

  • Lead budget development for all proposals.

  • Work with the development and finance teams locally and in Boston to build fully costed proposal budgets that are structured in a way that lends itself to straightforward compliance.

  • Work with the development and program teams locally and in Bostonto advise on funding prospects or proposals in development.

  • Support the Director of Policy and Partnerships with other priority tasks and special projects as needed, including writing, editing, and presentation support on concept notes, policy briefs and donor proposals

Cross-team Collaboration and Mentorship

  • Advise on proper procurement procedures, in line with donor guidance and PIH policies.
  • Advise on required HR processes and contracts given donor restrictions and project timelines.
  • Assist with tracking of grant assets and inventory including coordination of asset disposal and expensing shared operation costs.
  • Monitor branding and marking requirements and advise operations and programs teams to ensure full compliance.
  • Liaise between various teams in country and Boston to support completion of grant activities.
  • Provide trainings on grant management and compliance best practices for staff at all levels.
  • Support department heads to strengthen organizational systems and controls, providing trainings as needed.

Financial Management

  • Complete monthly expenditure reports against agreed donor budgetfor each restricted grant, running reports against PIH financial system.
  • Conduct budget versus actual analyses and spending forecasts.Communicate variances to program managers and provide recommendations in line with donor budget and regulations.
  • Support the Director of Finance and Accounting to review all monthlyexpenses and salaries to ensure proper allocation to restricted funds.
  • Support finance team on proper financial management of grant fundsincluding support for expense coding, collection of appropriate auditdocumentation, and data entry in PIH’s financial accounting software.
  • Work with the Finance Director and Grants Officer to build and maintain standard costing schedules and shared cost allocation matrices that can help guide the proposal development process and support shared costs being billed to grants.
  • Act as the primary contact for any donor audit or compliance visit.

Qualifications

  • Bachelor's degree required; Master's degree preferred, in public health, development studies, or management. Core competence in international development, including project management and public health.
  • A minimum of five years relevant work experience, with at least 3 years of experience in grants management or administration, including budget management. International field experience isstrongly desired.
  • Experience working with individuals of various skill sets and cultures.
  • Strong familiarity with public sector funding agency compliance and grant requirements.
  • Excellent facilitation, oral and interpersonal communication, and presentation skills including excellent writing skills.
  • Excellent planning and prioritization skills as well as creative problem-solving and analytical skills.
  • Strong project management and time management skills; highly organized and detail-oriented.
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple priorities simultaneously.
  • Ability to work with patience, humility, and a sense of humor.
  • Commitment to health and social justice.
  • Ability to live in Sierra Leone full-time required.
